The City of Bellweather has grown rapidly over the past five years. More residents and businesses have increased demand for transportation, public safety, recreation, and other city services. This year, the city has $12 million available for one major improvement project. City officials have already reviewed population data, infrastructure reports, service records, projected costs, and community surveys. Each of the four projects would use the full amount available, so the city can fund only one.
Expand Public Transportation
The city could add six buses, extend service into two growing neighborhoods, and increase service on several heavily traveled routes. About 8,000 additional residents would live within walking distance of a bus stop. Transportation planners estimate that ridership would increase by about 18 percent. Businesses near the proposed routes support the project because increased ridership could bring more customers into commercial areas. The city estimates that operating the expanded system would require approximately $900,000 in additional funding each year after the project is completed.
Repair Roads and Bridges
An infrastructure review identified 14 miles of heavily traveled roads and two bridges that need major repairs. Completing the work now would improve road conditions in areas used by residents, delivery vehicles, buses, and emergency services. Engineers report that delaying the repairs could allow existing damage to worsen and make future repairs more expensive. The project would address current infrastructure problems but would not expand transportation options or city services.
Expand Fire and Emergency Services
Emergency calls have increased as Bellweather’s population has grown. The city could construct a new fire station in the fastest-growing section of the city and purchase an additional ambulance and fire engine. City estimates show that the project would reduce average emergency response times in several neighborhoods. Once the station opens, however, the city would need approximately $1.4 million each year for staffing, equipment, maintenance, and operations.
Improve Parks and Recreation
Bellweather could renovate three existing parks and construct a new recreation center in an area where the population has grown substantially. Community surveys show strong demand for additional recreation facilities, especially among families with children and teenagers. The project would add athletic facilities, community meeting space, and recreation programs. The city estimates that operating and maintaining the expanded facilities would require approximately $700,000 in additional funding each year.
